About the Equal Opportunity Centre

Bishop Heber College is dedicated to creating an inclusive and fair environment for people from all communities. As an Institution grounded on the Christian ethos of Equality before God and Man, the EOC of the college plays an essential role in promoting equality and diversity within the campus, aiming to eliminate discrimination and ensuring equity measures to include the marginalised sections of the societies including Women, Backward Communities, Transgenders, Physically Challenged and the SC/STs.

Equal opportunity Centre of Bishop Heber College (Autonomous) provides guidance and counselling with respect to Academic, Financial, Social and other matters and to enhance the diversity within the campus. Organizes capacity building programmes, special events and activities to cater to the needs of the underrepresented groups.

The SC/ST Cell

The SC/ST Cell of Bishop Heber College aims to eliminate discrimination in the context of caste, by promoting an environment of equality and equity. The SC/ST cell protects the rights of the disadvantaged castes and ensures the effective implementation of the policies and programs of the Government of India, UGC and State Governments with regard to reservation in admissions and appointments as per the Constitutional Privileges. It also suggests measures for achieving the objectives laid down by the various government agencies and provides support to students and faculty from the marginalized communities.

The Committee functions under the Chairmanship of the Principal. The Committee meets at least two times in a year and the decisions arrived at are mandatory to be implemented.

Caste discrimination is a human rights violation therefore, allegations of discrimination against SC/ST students, staff, or faculty, whether direct or indirect, are taken very seriously. To support SC/ST students, the College has introduced various initiatives, including appointing a senior faculty member as Chairman and assigning a Liaison officer to oversee the SC/ST Cell's activities.

Constitutional Provisions for the Protection of Rights of SC/STs

Article 15

Prohibits discrimination based on caste, race, religion, sex, or place of birth.

Protection of Civil Rights Act, 1955

This law punishes the practice of untouchability.

SC/ST (Prevention of Atrocities) Act, 1989

This law criminalizes acts of violence and discrimination against Scheduled Castes and Scheduled Tribes.

Article 16(4)

Allows the State to reserve positions for backward classes or those underrepresented in state services.

Article 335

Requires that the claims of SC and ST members be considered while maintaining administrative efficiency in Union or State appointments.

The cell aims to ensure that anti-discrimination laws in the context of caste are followed in letter and in spirit.
